Another 21% of citizens believe that the most efforts were made by the local authorities, 19% – by the central authorities. Volunteers and public organizations were mentioned by 17% of the respondents. The idea that the most efforts were made by the citizens themselves are shared by 14% of the respondents.
The efforts of big business as the largest contribution were assessed by only 2% of respondents, and local organizations of political parties – less than 1%. Another 15% of citizens believe that no one has made significant efforts to contain the coronavirus epidemic.
At the same time, 51% of Ukrainians noted that the main responsibility for high-quality health care and preparation of medical institutions to work in a pandemic lies with the relevant ministry. Another 17% of Ukrainians place the main responsibility on President Volodymyr Zelenskiy, which is twice as many as the number of those who place the responsibility on the government.
The study was conducted from July 3 to July 9, 2020 by a face-to-face interview method at the place of residence of the respondents. In total, 2022 respondents aged 18 and over were interviewed in all regions of Ukraine, occupied Crimea and Donbass, according to a sample representing the adult population in terms of basic socio-demographic indicators. The theoretical sampling error (excluding the design effect) does not exceed 2.3% with a probability of 0.95.
